Oman Advances with E-Invoicing Implementation

On September 25, 2025, the Oman Tax Authority (OTA) announced further steps toward the introduction of mandatory electronic invoicing as part of the national Fawtara Program.

In direct communications sent to the 100 companies selected for the pilot phase, the OTA outlined its implementation roadmap and confirmed the adoption of a five-corner model, under which all electronic invoices will be transmitted via OTA-accredited service providers.

The e-invoicing rollout will follow a two-year pilot and expansion plan, beginning in August 2026 and expected to reach full implementation by August 2028.

Planned Implementation Timeline

  • November 2025: Publication of the e-invoicing technical specifications on the OTA’s official website
  • December 2025: Release of standards for service providers and launch of industry workshops
  • February 2026: Launch of a developer portal for service providers
  • May 2026: Start of registration and accreditation process for service providers
  • August 2026: Scheduled go-live of the pilot phase
  • 2027–2028: Gradual inclusion of all remaining taxpayers, with full nationwide coverage completed by August 2028
